Steel would be stronger. And I think that you would want it to be dry. My vote steel and weld.

Aluminum is easier to cut and welding can be difficult steel harder to cut easier to weld.steel is cheaper.
also if your doing road signs i've been told there a different aluminum alloy and can't be welded maybe one of the fabricators can help with that info

Older street signs are steel hit eBay. Street signs are all over the board private use signs parking lots construction excetra are usually softer bendable weldable. Some are hard no bending they only break.

If you are doing the different route try the cabinets from wash and dryers. Cheap and a good gage of steel. Then tac signs over that.

never really thought about using signs . I have the 18 ga steel and the 0.80 alum.  maybe welding in is the best way to go nether one is a problem but I see were welding would be stronger and cause less flex over all .
thank every one for there in put

I'd go with steel, more you can do with it.

I use steel when i build floors, but the sky is the limit. As long as your floor bracing is good, you can use aluminum, signs, etc......
