new to rat rods how do i start

i live in ny ,would like to build a rat rod , what should i start with in order to get reg in my state , i have built a street rod pickup 37 gmc , had some trouble getting reg , had to sell it to some one in vt reg it there then buy it back with a prev reg only way ny would take it , does any one know any other methods thank you

 Each state is different. Having a title helps! Using a title company helps too. They know which hoops to jump through. I hate the DMV in Illinois. Each one is different, but still the same. I registered the bug as a super beetle, but I had a title. There is no inspections here so that helps.

What lowboy said!!  Took me 45 days to get my title for Lockjaw!  I found a reputable title service and provided the info they requested! Got the title and an ID plate for the car and it went straight through when I registered and licensed it!!

thank you guys , i donot like ny , only 2 miles from vt ,they are better to get along with , i would post pics of 39 street rod but i am just a farmer not a computer geek sorry
