Snow was not the problem there, fog was, road was good with a slight fog then they went over a rise and caught a fog bank that was trapped on the ground and freezing. Heavy black ice and fog on a downhill run caused a bad bad. It's moisture trapped on the cold pavement, not how much snow was around.
