How long has it been sitting? A lot of times the rings will free up again after its ran for a while, if it's been sitting. Watch the oil consumption.
life is a ride where you slide into heaven sideways on 4 flats blown motor saying Thank you God what a ride!!!!!

it has been sitting for 18 to 19 yrs in a garage , when I put oil in the cylinders and turn it over there seems to be a lot of blow by and oil l coming out of the exhaust

If you put oil in the cylinder when running the compression check, does the compression rise significantly?  If it does, the rings are either worn or stuck.  If it'll run, run it for a while and let it get warm.  Slowly feed some Marvel Mystery oil down the carb while keeping the RPMs up enough to make sure it doesn't stall.  This often will loosen stuck rings, (it will also help with sticking or gummed up valves) AND you can add a little to the fuel mixture as well.  When you've done this and the smoke from the exhaust has lessened, check compression again and replace the spark plugs.

I was just checking the compression to see if I had any , in order to start it I would need to by dist / carb / alternator / and wire it . just not sure what I am going to do I figure I will finish everything else and then attack the motor . Maybe I can find a donor car or truck that is running
