Fuel tank cleaning

Josh's 1966 ford F 100 tank has what appears to be 1/4 in of black tar like substance in it. We(He) Google to clean it with Vinegar Then he tried Thats Awesome from Dollar General and heat from our space heater. Has anyone tried this approach? Any success ? Exterior of tank looks rust free. I think we need to buy the carb cleaner replacement gallon and dump it in the tank. He's complaining about spending the 30 bucks.

Thirty bucks is CHEAP if the tank is restorable.You could take it to an old-time radiator shop and let 'em boil it out!!  I've done this on numerous occasions for customers over the years. If the tank is good, this will prove it AND get the gunk out!!!
Never use a minor caliber bullet on a major caliber adversary!!
