PM'ing a member?

I was wondering if you have to be a member for so long before you can send a member a PM? I have tried to do so and it says that I don't have permission.

Obama, I got your message but was not able to respond back to it. It had an error message pop up that says that I was not allowed in that section.

Well that explains why the PM didnt go through, not enough bailin wire.   8)
